Why Doesn’t Green Tea Count Toward The Minimum Water Requirements When On The Atkins Diet?

I’m on the Atkins diet. One of the requirements is to drink 64 ounces of water each day.
Decaffeinated tea is allowed on the diet, but there is a message saying that any tea you drink should not count toward the 64 ounces.
I drink decaf green tea and was wondering why I can’t count that towards the total amount of water that is required?
